Introduction

The World Institute for Nuclear Security (WINS) commissioned Ubique to revise the 2018 Best Practice Guide for Managing Competency and Training. The new version would be added to the existing suite of documents in WINS Group 3: People in Nuclear Security and provide a “go-to” guide and reference for WINS members.

Objective

The WINS International Best Practice Guide explains competency based professional development across an organisation and shows how to develop a professional competency framework for security management and regulation. It outlines the steps in developing a training programme and managing the personal development of staff to support the development, management, and self-assessment of competency, which can be adopted in part or whole.

Solution

The solution was to thoroughly review the 2018 guide to produce a guide reflecting current thinking and theory. This was relevant to critical stakeholders in the nuclear security and regulatory sector and forms part of a comprehensive project, including a webinar series and workshops specifically aimed at the Thai audience and the Association of Southeast Asian Nations (ASEAN) region.

The new guide reflects real-life experiences of nuclear security professionals worldwide who are employed by organisations that deal with nuclear and radioactive materials and, wherever possible, uses the same terminology as that found in the International Atomic Energy Agency (IAEA) Nuclear Security Series and Safety Series publications.
