Originally referred to as the Competent Person in the Workplace (CPIW) course, this new Level 3 Award in Counter-Terrorism Protective Security and Preparedness qualification has been created by SFJ Awards in collaboration with the National Counter Terrorism Security Office (NaCTSO). It is designed for individuals responsible for managing venues, sites, or organisations, as well as anyone seeking a stronger grounding in counter‑terrorism ahead of the forthcoming Terrorism (Protection of Premises) Act 2025, often referred to as Martyn’s Law.
The objective of this qualification is to provide learners with knowledge, skills and understanding of the attack methods used by terrorists, how to assess the likelihood of such threats, and the available mitigation strategies. They will also learn how to apply these strategies effectively. Additionally, they will recognise the limits of their own expertise and understand when and how to seek advice or support from specialist professionals.
Developed jointly with NaCTSO, this is the only qualification formally endorsed by both Counter Terrorism Policing (CTP) and NaCTSO.
It is important to note that completing this qualification does not, on its own, guarantee compliance with the Terrorism (Protection of Premises) Act 2025. Meeting the requirements of the Act involves a broader set of responsibilities. However, the programme does provide a strong foundation in counter‑terrorism awareness and preparedness for organisations that fall under either the standard or enhanced tiers of the legislation.
What the qualification does ensure is that the learner will develop a better understanding of Counter-Terrorism in preparation for the implementation of the Terrorism (Protection of Premises) Act 2025. It is applicable to staff from venues, sites and organisations that fall into both the standard and enhanced tiers under the Act.

This course demands substantial commitment from participants.
Learners are expected to complete the necessary pre-course materials (along with any additional recommended study, which takes the average learner approximately 10 hours of time) on the SFJ Awards Virtual Learning Environment, actively engage in classroom sessions over a 5-day period, fulfil any other required tasks or readings, and dedicate the suggested number of hours to revision.
Learners must pass a multiple-choice examination during the 5 days of classroom activities before completing a Counter-Terrorism Risk Assessment, Counter-Terrorism Preparedness Plan, and Written Recommendation based on a given scenario, as post-classroom attendance activities following the tutor-led instruction.
An exemplar scenario-based Counter-Terrorism Risk Assessment, Counter-Terrorism Preparedness Plan, and Written Recommendation project will be completed during the course as a group exercise, giving learners the opportunity to put into practice the knowledge and skills required to go on to complete a Counter-Terrorism Risk Assessment, Counter-Terrorism Preparedness Plan, and Written Recommendation.

The Multiple-Choice Examination is set by SFJ Awards and carried out in examination conditions. The test consists of 30 questions, and learners will have 45 minutes to complete the assessment. The examination is administered through SFJ Awards e-assessment platform. Pass mark: 80%.
Written Assignment:
The Written Assignment is set by SFJ Awards. It is administered through SFJ Awards Virtual Learning Environment (VLE). This involves the completion of a Counter-Terrorism Risk Assessment, Counter-Terrorism Preparedness Plan, and Written Recommendation. Assessors will assess learner performance on the assignment against the Learning Outcomes and Assessment Criteria.

Kevin has almost 40 years of experience working in security-related industries. 30 Years of which were in specialist policing. As an Intelligence Officer in counter-terrorism, Kevin operated across all the counter-terrorism CONTEST strategy pillars: Pursue, Prevent, Protect, and Prepare. Indeed, Kevin continues to operate in the field of Counter-Terrorism through various mechanisms, providing invaluable support to protect the UK in a range of sectors and services.
Kevin is additionally experienced in Crime Reduction and Target Hardening, utilising Problem-Solving Techniques to assess threats and risks and implement appropriate control strategies. He has used this knowledge to good effect when working with Counter Terrorism Security Advisers (CTSAs) to develop Physical Protection Systems and implement supporting processes and procedures to mitigate identified threats.
Kevin managed numerous complex cases from their inception through to trial. As such, gained extensive experience in developing, managing and maintaining responsibility for significant threats and risks in counter terrorism cases.
Since his retirement from the police, Kevin has continued to develop his skills in the world of security, utilising his knowledge in training and developing security staff, as well as in the development of Physical Protection Systems and Counter Terrorism.
Miles has almost 40 years of experience in Policing and Security operations. He held a number of specialist counter-terrorism roles working at both regional and national levels. During this time, he worked across all four pillars of the Government’s counter-terrorism strategy CONTEST: Pursue, Prevent, Protect, Prepare.
Miles worked at the Home Office’s Office for Security and Counter Terrorism, implementing the model response to CBRN attacks. He later moved to the National CBRN Centre for terrorism, where he trained Police, Fire, Ambulance and Military commanders at all levels. During this time, he developed operational, tactical and strategic matters that were incorporated within the national doctrine. In turn, this led to ensuring interoperability with other agencies, particularly Fire, Ambulance and Military staff.
He has led and developed counter-terrorism exercises and training nationwide. He has, in addition to training staff from all blue light responders and category 2 staff, lectured at Coventry University, Cranfield University, the Fire Service College, and the Bramshill Police Training Centre.
Since leaving the Police service, he has continued to manage and plan major sporting events, including high-profile cycling events on open roads and in city centres.
Miles procured and developed a range of CBRN temporary structures. To meet specialist threats, these included decontamination structures for the UK Ambulance Service and collective protection CBRN hospitals for the British Army.
Miles has operated in nuclear security for several years, developing counter-terrorism training and plans for specific premises. These plans have covered a broad range of topics, such as fire response plans to counter terrorism and business continuity. Miles is a full member of the Emergency Planning Society. He is also a member of the Global Counterterrorism Information Network, TINYg.
Darren is an experienced Counter-Terrorism and protective security professional, and former senior police commander, bringing over 40 years of operational policing, military, and strategic experience in protecting people, infrastructure, and assets from terrorist threats.
He served for over 28 years in UK policing, operating at the sharp end of counter-terrorism and armed response. As an Inspector and Head of Firearms Training, West Yorkshire Police, he worked at both tactical and operational command levels.
His career spans the British Army, front-line UK policing, and the civil nuclear and critical national infrastructure sectors, giving him a deep and practical understanding of how counter-terrorism measures must be designed, implemented, and tested in real-world environments.
These roles required applying counter-terrorism principles in live, fast-moving situations, balancing intelligence, risk, and operational responses to prevent or mitigate harm.
His practical experience is built on real incidents, real threats, and real decision-making under pressure.
His delivery style is grounded in operational reality, ensuring learners leave with knowledge they can apply immediately in their own environments.
He is also a member of TINYg – the Global Counter Terrorism Information Network.
Richard is a Counter Terrorism specialist with more than 30 years of operational experience across the UK and international austere environments. He holds a Master’s Degree in Terrorism and Security, and delivers Counter Terrorism Security Management services to local authorities and hospitality sectors to mitigate vehicle‑as‑a‑weapon threats, and provides specialist counter-terrorism protective security consultancy for civil nuclear and military defence clients.
A recognised authority in the UK’s Critical National Infrastructure, Richard has lectured at the Centre for the Protection of National Infrastructure (CPNI), presented internationally on security risk management, and been interviewed by ITV News on insider threat mitigation.
He is an approved Security Reviewer for the National Protective Security Authority (NPSA) and National Cyber Security Centre (NCSC) Secure Innovation Security Review Scheme, a Fellow of the Institute of Strategic Risk Management (ISRM), a member of the ISRM Global Advisory Council, and a registered General Security Advisor on the NPSA‑sponsored Register of Security Engineers and Specialists (RSES). He is a board member of the International Association of Healthcare Security and Safety (IAHSS) UK Chapter, and also serves on the Advisory Council for TINYg – the Global Counter Terrorism Information Network.

How do I claim ELCAS funding, and how does it work?
Before being eligible to make an ELC claim, individual scheme members must have completed not less than six years of eligible service (lower tier). If you have completed 4 years qualifying service prior to 1st April 2017, please read JSP 822. The lower tier of funding is up to £1,000 per claim instalment, and the higher tier (eight years’ service) is up to £2,000 per claim instalment. Only service accumulated since 1st April 2000 may be counted as eligible service for the purpose of the ELC Scheme.
You must complete an online claim and submit it to your Education Staff a minimum of 25 working days prior to your course start date.
On receipt of your Claim Authorisation Note (CAN), you must present it to Ubique before the course is due to start.

Due to incurred costs such as Awarding Body Registration Fees & E-Learning Licences etc, we are unable to offer Cash Refunds on any bookings. We will offer refunds as Course Credit towards a future course.
The value of Course Credit given will depend on the Cancellation Notice given by you. This is detailed within the “Rescheduling” section below. This does not affect your Statutory Right to Cancellation within 14 days of placing your order, in line with the ‘Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013’. For Part-Paid orders, full payment will still be due in line with the invoice ‘Due Date’.
If you start any E-Learning Courses within this 14-day period, this element cannot be refunded, and you will waive your right to cancellation. By accessing or starting any E-Learning, you acknowledge that a reasonable deduction will be made from any course refund to cover this cost.

Timely arrival is essential due to limitations imposed on us through Minimum Contact Time and Course Guided Learning Hours set by the Awarding Organisations.
There will be a zero-tolerance approach to lateness. You will be turned away from the Training Centre without a refund or future credit.
Non-attendance of any course, for any reason, is deemed to be a cancellation without notice, and as such, no refund will be issued. For unpaid/partially paid courses, full payment will still be due.
If you attend a course but fail to have satisfactorily completed the required E-Learning, Pre-Learning, Home-Study and/or Self-Study Material, as specified in your Pre-Course Joining Instructions and required by Awarding Organisation Regulations, then Ubique Risk Management reserve the right to cancel your course and turn you away from the Training Centre. No refund will be issued.
If you attend a course and fail to provide adequate Proof of Identity as specified in your Pre-Course Joining Instructions and required by Awarding Organisation Regulations, then Ubique Risk Management Limited reserves the right to cancel your course and turn you away from the Training Centre. In the unfortunate circumstance that you fail one or more of your exam(s), you will have to re-attend the Training Centre for an exam re-sit.
