The World Institute for Nuclear Security (WINS) asked Ubique to assist Thai authorities in developing a National Nuclear Security Training Strategy Implementation Support Plan to support the implementation of the National Nuclear Security Training Strategy (NNSTS).
The NNSTS is a framework that gives direction and support and makes recommendations to departments, offices, and agencies on their approach to learning and development.
The objective of the Implementation Support Plan was to support the Thai authorities in creating and implementing an NNSTS. This created a forward-looking document that sets out the key learning and development objectives and actions to streamline the effective performance of relevant tasks.
The Implementation Support Plan assisted in developing the NNSTS, made key recommendations, and provided a framework for success. This was achieved through engaging with key stakeholders, producing an NNSTS implementation plan template, producing a specimen training plan, and providing an annual training plan guide, including delivery options and performance management strategies.
A seven-stage approach was adopted:
1. Establishment of approvals and Strategic Governance.
2. Organisation of key Stakeholders.
3. Preparation of an Action Plan.
4. Establishment of stakeholder groups to develop structure, protocols, roles, and responsibilities.
5. Presented the recommendations to the Governance Board.
6. Proposed the drafting of the NNSTS, including the arrangements for its implementation.
7. Proposed obtaining formal approval for the strategy.
The NNSTS was accepted by the Thai authorities and implemented into their governance strategy.
