The project scope included the requirement to change a section of existing Hostile Vehicle Mitigation (HVM) on a civil nuclear licenced site to support a site-wide regeneration programme.
The objective was to change the existing HVM layout to complement a revised operational layout at the location. This included the need to move the secure boundary as well as installing an ability for authorised vehicle transactions, whilst not compromising the HVM protection level.
Our SME carried out a Vehicle Dynamic Risk Assessment (VDA) including a Hostile Vehicle Velocity Assessment (Speed of Approach Study) to identify the risk faced at the location. Following the VDA process our SME developed bespoke Operational Requirements (ORs) for Security Measures documents. The ORs provided valuable information to support the project stakeholders and specifically the design team on what mitigation measures could be considered to achieve the objective. This process helped the project team to design temporary and permanent solutions in an informed manner so that the assets being protected were never compromised, and the client could make smarter investments, enabling them to implement solutions that were in proportion to the risks faced, be operationally effective, and meet the Office for Nuclear Regulation (ONR) regulatory expectations.
Our SME ensured there was no project creep that could negatively affect the required protective capabilities of the mitigation measures, and that the operational capabilities were not compromised. We supported the client through the whole project lifecycle from initiation, design, installation, and commissioning phases to ensure the client got what they needed in the most efficient and effective manner.
We have successfully gone through this process many times and continue to do so at many locations within a variety of Local Authority public realm areas, and civil nuclear licensed sites.
