The client required Hostile Vehicle Mitigation (HVM) to protect a section of their site boundary on a prominent façade which directly influences the appearance.
The objective was to protect the vulnerable section of the site boundary with a solution that would mitigate the threat of a hostile vehicle attack as well as adversaries on foot. The solution also needed to be “aesthetically conscious” due to the “front of house” location.
Our SME carried out a Vehicle Dynamic Risk Assessment (VDA) including a Hostile Vehicle Velocity Assessment (Speed of Approach Study) to identify the risk faced at the location.
Following the VDA process our SME developed bespoke Operational Requirements (ORs) for Security Measures documents. The ORs provided valuable information to support the project stakeholders and specifically the design team on what mitigation measures could be considered to achieve the objective. This process helped the project team to implement temporary and permanent solutions in an informed manner so that the site was never compromised, and the client could make smarter investments. It enabled them to implement a solution that was in proportion to the risks faced, was operationally effective, and aesthetically pleasing by blending in with the existing site boundary fencing as well as meeting the Office for Nuclear Regulation (ONR)regulatory expectations. Our SME ensured there was no project creep that could negatively affect the required protective capabilities of the mitigation measures, and that the operational capabilities were not compromised. We supported the client through the whole project lifecycle from initiation, design, installation, and commissioning phases to ensure the client got what they needed in the most efficient and effective manner.
We have successfully gone through this process many times and continue to do so at many locations within a variety of Local Authority public realm areas, and civil nuclear licensed sites.
