Ubique Risk Management provided counter-terrorism security consultancy to various Local Authority Councils including large towns and major cities in the Northwest of England.
We are the Subject Matter Experts (SMEs) on their respective Vehicle As a Weapon (VAW) attack mitigation programs.
The objective is to identify appropriate security mitigation measures for the risk in response to the Police Counter Terrorism Security Advisor (CTSA) threat assessments.
Our SME carried out a detailed analysis of the CTSA VAW threat assessments and created a ‘Security Considerations Assessment’ (gap analysis) to address omissions
Vehicle Dynamic Risk assessments (VDAs) including Hostile Vehicle Velocity Assessments (Speed of Approach Studies) to identify the applicable risks were also carried out by our SME. Following the VDA process our SME developed bespoke Operational Requirements (ORs) for Security Measures documents. These ORs provided valuable information to support the project stakeholders and specifically the design team on what mitigation measures could be considered at each location. This process helped the project engineers to design systems in an informed manner so that the organisations could make smarter investments in security measures, enabling them to implement solutions that are in proportion to the risks faced and be operationally effective.
Our SME ensured there was no project creep that could negatively affect the required protective capabilities of any mitigation measure, and that the operational capabilities were not compromised. We support the clients through the whole project lifecycle from initiation, design, installation, and commissioning phases to ensure the client gets what they need in the most efficient and effective manner.
We have successfully gone through this process many times and continue to do so at many locations within a variety of Local Authority public realm areas, and civil nuclear sites.
