This new Level 2 Award in Counter Terrorism Protective Security Awareness qualification has been created for the frontline staff who see your venue every day and will be the first to notice when something is wrong. It is designed for the people who are often on the frontline but who are not required to carry out formal counter-terrorism risk assessments.
It provides learners with the essential knowledge and practical awareness required to help cultivate a safer, more secure environment in line with emerging counter‑terrorism expectations and the UK’s Terrorism (Protection of Premises) Act 2025 (Martyn’s Law).
No prior experience is required, and it builds awareness of how to recognise potential threats, spot suspicious behaviour, and respond appropriately if an incident occurs. Learners gain practical understanding of how to report concerns correctly and the actions required should a security incident take place.

This course is aimed at staff who contribute to creating a safe and secure environment but are not responsible for carrying out formal counter‑terrorism risk assessments.

This Level 2 Award is not a replacement for the Level 3 qualification. It was created in response to clear market demand for a shorter, accredited counter‑terrorism awareness programme for frontline staff whose roles do not require the depth of training delivered at Level 3.
This qualification serves a different purpose for a different audience. Organisations that need formal counter‑terrorism risk assessment capability, particularly those operating under the Enhanced Tier of Martyn’s Law should continue to utilise the Level 3 Award in Counter-Terrorism Protective Security and Preparedness course.

Learners are expected to actively engage in classroom sessions over a one-day period.
The assessment methods for this qualification are set and quality assured by SFJ Awards, and consist of:
A 25-Question Multiple-Choice Examination is carried out in examination conditions. Learners will have 40 minutes to complete the assessment. The examination is administered through SFJ Awards e-assessment platform. Pass mark: 80%.
Learners will receive an SFJ Awards Level 2 Qualification upon successful completion of the course.
NOTE: Learners are required to bring a fully functional laptop to the course.
This device must have:
• A working webcam for identity verification and assessment monitoring.
• Wi‑Fi capability to access online materials during the course.
• Google Chrome installed, as SFJ Awards assessments must be completed using this browser.
These requirements ensure that all learners can successfully complete the SFJ Awards assessment activities without disruption.
If a learner does not have access to a laptop that meets these requirements, they must declare this at the point of booking so that appropriate provision can be arranged.
Kevin has almost 40 years of experience working in security-related industries. 30 Years of which were in specialist policing. As an Intelligence Officer in counter-terrorism, Kevin operated across all the counter-terrorism CONTEST strategy pillars: Pursue, Prevent, Protect, and Prepare. Indeed, Kevin continues to operate in the field of Counter-Terrorism through various mechanisms, providing invaluable support to protect the UK in a range of sectors and services.
Kevin is additionally experienced in Crime Reduction and Target Hardening, utilising Problem-Solving Techniques to assess threats and risks and implement appropriate control strategies. He has used this knowledge to good effect when working with Counter Terrorism Security Advisers (CTSAs) to develop Physical Protection Systems and implement supporting processes and procedures to mitigate identified threats.
Kevin managed numerous complex cases from their inception through to trial. As such, gained extensive experience in developing, managing and maintaining responsibility for significant threats and risks in counter terrorism cases.
Since his retirement from the police, Kevin has continued to develop his skills in the world of security, utilising his knowledge in training and developing security staff, as well as in the development of Physical Protection Systems and Counter Terrorism.
Miles has almost 40 years of experience in Policing and Security operations. He held a number of specialist counter-terrorism roles working at both regional and national levels. During this time, he worked across all four pillars of the Government’s counter-terrorism strategy CONTEST: Pursue, Prevent, Protect, Prepare.
Miles worked at the Home Office’s Office for Security and Counter Terrorism, implementing the model response to CBRN attacks. He later moved to the National CBRN Centre for terrorism, where he trained Police, Fire, Ambulance and Military commanders at all levels. During this time, he developed operational, tactical and strategic matters that were incorporated within the national doctrine. In turn, this led to ensuring interoperability with other agencies, particularly Fire, Ambulance and Military staff.
He has led and developed counter-terrorism exercises and training nationwide. He has, in addition to training staff from all blue light responders and category 2 staff, lectured at Coventry University, Cranfield University, the Fire Service College, and the Bramshill Police Training Centre.
Since leaving the Police service, he has continued to manage and plan major sporting events, including high-profile cycling events on open roads and in city centres.
Miles procured and developed a range of CBRN temporary structures. To meet specialist threats, these included decontamination structures for the UK Ambulance Service and collective protection CBRN hospitals for the British Army.
Miles has operated in nuclear security for several years, developing counter-terrorism training and plans for specific premises. These plans have covered a broad range of topics, such as fire response plans to counter terrorism and business continuity. Miles is a full member of the Emergency Planning Society. He is also a member of the Global Counterterrorism Information Network, TINYg.
Darren is an experienced Counter-Terrorism and protective security professional, and former senior police commander, bringing over 40 years of operational policing, military, and strategic experience in protecting people, infrastructure, and assets from terrorist threats.
He served for over 28 years in UK policing, operating at the sharp end of counter-terrorism and armed response. As an Inspector and Head of Firearms Training, West Yorkshire Police, he worked at both tactical and operational command levels.
His career spans the British Army, front-line UK policing, and the civil nuclear and critical national infrastructure sectors, giving him a deep and practical understanding of how counter-terrorism measures must be designed, implemented, and tested in real-world environments.
These roles required applying counter-terrorism principles in live, fast-moving situations, balancing intelligence, risk, and operational responses to prevent or mitigate harm.
His practical experience is built on real incidents, real threats, and real decision-making under pressure.
His delivery style is grounded in operational reality, ensuring learners leave with knowledge they can apply immediately in their own environments.
He is also a member of TINYg – the Global Counter Terrorism Information Network.
Richard is a Counter Terrorism specialist with more than 30 years of operational experience across the UK and international austere environments. He holds a Master’s Degree in Terrorism and Security, and delivers Counter Terrorism Security Management services to local authorities and hospitality sectors to mitigate vehicle‑as‑a‑weapon threats, and provides specialist counter-terrorism protective security consultancy for civil nuclear and military defence clients.
A recognised authority in the UK’s Critical National Infrastructure, Richard has lectured at the Centre for the Protection of National Infrastructure (CPNI), presented internationally on security risk management, and been interviewed by ITV News on insider threat mitigation.
He is an approved Security Reviewer for the National Protective Security Authority (NPSA) and National Cyber Security Centre (NCSC) Secure Innovation Security Review Scheme, a Fellow of the Institute of Strategic Risk Management (ISRM), a member of the ISRM Global Advisory Council, and a registered General Security Advisor on the NPSA‑sponsored Register of Security Engineers and Specialists (RSES). He is a board member of the International Association of Healthcare Security and Safety (IAHSS) UK Chapter, and also serves on the Advisory Council for TINYg – the Global Counter Terrorism Information Network.

Definitions
For the purposes of this Terms & Conditions Policy, the following phrases shall have the corresponding meanings:
“We, “” Our, and “Us” shall mean Ubique Risk Management Limited. “You” and “Your” shall mean the Named Person/Organisation the booking is under AND/OR the Learner/Candidate.
Please note that all registrations onto the Level 2 Award in Counter-Terrorism Protective Security and Awareness qualification must be made in advance of the in-person training. Registrations on this qualification are chargeable by the Awarding Body regardless of whether the learners access the course material and registrations may not be transferred to an alternative course date.
Cancellations
Due to costs incurred (including Awarding Body registration fees and e-learning licences), we do not offer cash refunds on course bookings. Instead, course credit will be issued in line with the notice period provided.
The value of course credit is as follows:
Course credit can be used towards a future course.
If you are unable to attend, we will always aim to accommodate a substitute delegate at no additional cost.
Where e-learning has been accessed or started within the 14-day statutory cancellation period, this element is non-refundable, and a reasonable deduction will be applied to any credit issued.
Where payment has been made by card or third-party provider (e.g. PayPal), we reserve the right to deduct any non-recoverable transaction fees from the credit issued.
Your statutory rights under the Consumer Contracts Regulations remain unaffected.
Late arrival / No-show /Failure to attend training
Timely arrival is essential due to limitations imposed on us through Minimum Contact Time and Course Guided Learning Hours set by the Awarding Organisations.
There will be a zero-tolerance approach to lateness. You will be turned away from the Training Centre without a refund or future credit.
Non-attendance of any course, for any reason, is deemed to be a cancellation without notice, and as such, no refund will be issued. For unpaid/partially paid courses, full payment will still be due.
Failure to provide adequate proof of identity documents
If you attend a course and fail to provide adequate Proof of Identity as specified in your Pre-Course Joining Instructions and required by Awarding Organisation Regulations, then Ubique Risk Management Limited reserves the right to cancel your course and turn you away from the Training Centre. No refund will be issued.
Exam failure / Re-sits
In the unfortunate circumstance that you fail your exam, you will have to re-attend the Training Centre for an exam re-sit. The first re-sit is free of charge, any subsequent re-sits shall be due for payment before any re-sits are taken. The cost of which shall be ‘ at cost’ as charged by the Awarding Organisation to Ubique Risk Management Limited.
